The urban waste production is one of the indicators of major pressure in  Italian cities, in environmental and economic terms. One of the most important factor of interest is the evaluation, in relation to environmental performance achieved, the project choices made by the individual administrations for the different types of collection. The  recycling plays a priority role in the system of integrated waste management because it  allows to reduction of waste flow disposed and saves raw materials savings recycling and recovery.

The growth in the level of urbanization and the population consumption in urban areas, produce a  progressive increase in waste production, and it becomes very important to associate recycling with prevention policies. The recycling is the most rational method to solve the problem of waste disposal.


At legislative level the Thematic Strategy for waste prevention and recycling , which is considered one of the seven thematic strategies for the implementation of the Sixth Environment Action Programme, provides a series of measures to improve the waste management, strengthening the approach that waste is not viewed as a source of pollution, but as an important resource to be managed and used properly.


People have a fundamental role in the implementation of waste prevention and recycling policies. Therefore there  is a need to direct the consumptions  toward products that pollute less during all stages of their life cycle (design, production, distribution, consumption and post-consumption) so that they are more easily reusable and recyclable.

It’s important also to underline the important role of citizens in recycling systems, because the success of this process is linked above all with right information and an active involvement. Our economic system continues to encourage inefficient use of resources, attributing to some of these prices below their current cost. In this frame  it is important to transform waste in a resource. Unfortunately, the  existing management models have not always been efficient , as well as the systems control, and these weakness has also resulted in the development of organized illegal waste trafficking  by organized criminals.


As a result of  a statistical survey carried out by European Commission in 2014, on public perceptions about the environment, it came out that among the environmental topics that concerns citizens (56%) most is the constant growth of waste quantity (43 % for European and 40% for Italians). In addition the main priorities are indicated in the recycling of waste (54% EU28, 58% Italian) and  the majority of interviewees think that waste reduction and recycling at home (51% European and 61% Italian) and building and industry sectors (50% European and 46% Italian) are the most appropriate actions to make the most difference in the resources use.
